Can people be nudged into giving more?

Tucked away on page 19 of the government’s green paper on giving are two short sentences that speak volumes.

“We know that tax reliefs for charitable giving provide incentives for donors and support to charities more generally”, it says. “We will review the relationship between financial incentives and giving.”

Third Sector columnist Cathy Pharoah reignited an old debate when she told a Centre for Charitable Giving and Philanthropy conference last week that there was a gulf between how fundraisers and academics think about philanthropy. Pharoah is co-director of the centre, which is part of Cass Business School.

Has Gift Aid reform come any closer?

Some experts on giving and philanthropy have been wary about the idea of redirecting to charities the tax rebate that can be claimed by higher-rate taxpayers on Gift Aided donations. Such a move might have unpredictable effects on giving by the rich, they warn – especially in a continuing recession with a new 50 per cent tax rate looming for those earning more than £150,000.
